Naci Ağbal

Naci Ağbal was born on January 1, 1968, in Bayburt. He graduated from the Department of Public Administration at Istanbul University’s Faculty of Political Sciences. Ağbal completed his master’s degree in Business Administration (MBA) at the University of Exeter in the United Kingdom.
He served as an inspector at the Ministry of Finance, Deputy Chairman of the Board of Inspectors, and Head of Department at the General Directorate of Revenues. Between 2006 and 2009, he was the Director General of Budget and Fiscal Control, and between 2009 and 2015, he served as Undersecretary of the Ministry of Finance.
Ağbal held several board memberships, including at TÜPRAŞ between 2004 and 2006, PETKİM A.Ş. in 2006, Turkish Airlines (THY) between 2006 and 2015, and Vakıf Katılım Bankası A.Ş. between 2018 and 2021. He was also a member of the Council of Higher Education (YÖK) from 2008 to 2015 and from 2018 to 2020.
Between 2008 and 2015, he served as a member of the Board of Trustees of the International Ahmed Yesevi University, and between 2019 and 2020, as a member of the Council of the Turkish-Japanese University of Science and Technology.
Ağbal served as a Member of Parliament in the 25th and 26th terms of the Grand National Assembly of Türkiye (TBMM), and also held the position of Minister of Finance in the 64th and 65th Governments. From 2018 to 2020, he served as Head of the Presidency of Strategy and Budget, and between November 2020 and March 2021, he was the Governor of the Central Bank of the Republic of Türkiye.
In addition to his roles as Vice Chairman of the Board at Kazancı Holding and Aksa Energy, which he has held since July 2022, Ağbal assumed the positions of Executive Board Chairman and CEO of Aksa Energy as of January 26, 2026.
